Sunday, August 5: The Effects of Red-Light Running
Innocent lives are lost every day because drivers recklessly decide to run red lights. We must do everything in our power to protect our children, our families and our communities from the callous and dangerous behavior of red-light runners.
The Effects
- More than 8,700 people were killed in one year by intersection or intersection-related traffic accidents, according to the most recent statistics available from the National Highway Traffic Safety Administration (NHTSA)
- Red-light running is the leading cause of urban crashes, according to the Insurance Institute for Highway Safety (IIHS).

Monday, August 6: Get the Facts
New research is rapidly emerging about the behaviors of red-light runners and about the technology available to aid in putting an end to red-light running in communities across the United States.
Safer Roads Report 2012: Trends in Red-Light Running
NCSR released a report in May 2012 that analyzed data collected from 1,240 red-light safety cameras across 18 states to better understand the trends of when red-light violations occur. It found:
- More than 2.3 million drivers received a red-light violation in across the 18 states studied
- Drivers most frequently run red lights in the afternoon, with 30.7 percent (719,702) of all red-light running violations in 2011 occurring from 1 p.m – 5 p.m.
- Friday proved to be the worst day for intersection safety in 2011 – safety cameras caught 378,122 total red-light running violations – while Sunday saw the fewest violations, with 289,603 total
- Memorial Day weekend was the highest ranked holiday travel period, with 26,787 red-light running violations in 2011 – a more than 27 percent increase in violations than the average weekend
Red-Light Safety Cameras – Changing Reckless Driver Behavior
A recent study from the Insurance Institute for Highway Safety (IIHS) looked at 99 large U.S. cities to analyze the impact of photo enforcement on intersection fatality rates. It found:
- Across the country, more than 150 lives were saved in 14 of the biggest U.S. cities over a five-year period
- Had cameras been deployed in all major cities between 2004 and 2008, more than 800 deaths could have been prevented
- Red light safety cameras reduced traffic fatalities by 24 percent
- After the introduction of red light safety cameras, violations dropped by 40–96 percent

NCSR supporters range from traffic safety officials and community leaders to concerned citizens and victims of red-light running. All are equally passionate about the cause to stop red-light running, but many times the most influential voices are those who have had first-hand experience with the tragic consequences of red-light running.

For Stop On Red Week 2012, Tom and Lauren Hanley are sharing their story with as many people as possible — and showing the life-altering reality behind the importance of the Stop On Red message. Melissa Wandall and The Miami Project
Melissa Wandall lost her husband to a red-light runner two weeks before she gave birth to their daughter Madisyn. Her tragic loss prompted her to become an advocate for road safety and her efforts resulted in the passage of The Mark Wandall Traffic Safety Act, implementing uniform standards for red-light safety cameras in the state of Florida. Learn more about her story and how her efforts have helped raise millions for The Miami Project and Florida’s trauma centers to aid victims of motor vehicle accidents. In 2009, Alaska experienced a total of 59 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Alaska totaled over 8. Of these fatal crashes, 4 involved a traffic signal.
ARIZONA
In 2009, Arizona experienced a total of 709 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Arizona totaled over 154. Of these fatal crashes, 51 involved a traffic signal.

Day of the Week: Arizona experienced the most red-light violations on Fridays (20,580) and the least amount of violations on Sundays (9,940).
Time of Day: Arizona saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Memorial Day was the worst holiday travel period in Arizona.
ARKANSAS
In 2009, Arkansas experienced a total of 532 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Arkansas totaled over 98. Of these fatal crashes, 22 involved a traffic signal.
CALIFORNIA
In 2009, California experienced a total of 2,825 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in California totaled over 634. Of these fatal crashes, 2,212 involved a traffic signal.
Red-Light Running Trends in 2011
Day of the Week: California experienced the most red-light violations on Fridays (7,367) and the least amount of violations on Sundays (6,166).
Time of Day: California saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Independence Day was the worst holiday travel period in California.
COLORADO
In 2009, Colorado experienced a total of 437 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Colorado totaled over 94. Of these fatal crashes, 43 involved a traffic signal.

Day of the Week: Colorado experienced the most red-light violations on Fridays (8,674) and the least amount of violations on Sundays (4,692).
Time of Day: Colorado saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Memorial Day was the worst holiday travel period in California.
CONNECTICUT
In 2009, Connecticut experienced a total of 211 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Connecticut totaled over 49. Of these fatal crashes, 17 involved a traffic signal.
DELAWARE
In 2009, Delaware experienced a total of 101 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Delaware totaled over 22. Of these fatal crashes, 10 involved a traffic signal.
Red-Light Running Trends in 2011
Day of the Week: Delaware experienced the most red-light violations on Fridays (2,544) and the least amount of violations on Sundays (1,746).
Time of Day: Delaware saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Labor Day was the worst holiday travel period in Delaware.
DISTRICT OF COLUMBIA
In 2009, D.C experienced a total of 28 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in D.C totaled over 11. Of these fatal crashes, 11 involved a traffic signal.
FLORIDA
In 2009, Florida experienced a total of 2,369 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Florida totaled over 714. Of these fatal crashes, 298 involved a traffic signal.
Red-Light Running Trends in 2011
Day of the Week: Florida experienced the most red-light violations on Fridays (53,116) and the least amount of violations on Sundays (42,907).
Time of Day: Florida saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Independence Day was the worst holiday travel period in Florida.
GEORGIA
In 2009, Georgia experienced a total of 1,180 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Georgia totaled over 300. Of these fatal crashes, 88 involved a traffic signal.
HAWAII
In 2009, Hawaii experienced a total of 99 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Hawaii totaled over 30. Of these fatal crashes, 13 involved a traffic signal.
IDAHO
In 2009, Idaho experienced a total of 199 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Idaho totaled over 33. Of these fatal crashes, 4 involved a traffic signal.
ILLINOIS
In 2009, Illinois experienced a total of 832 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Illinois totaled over 228. Of these fatal crashes, 87 involved a traffic signal.

Day of the Week: Illinois experienced the most red-light violations on Saturdays (1,933) and the least amount of violations on Mondays (1,570).
Time of Day: Illinois saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Memorial Day was the worst holiday travel period in Illinois.
INDIANA
In 2009, Indiana experienced a total of 632 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Indiana totaled over 632. Of these fatal crashes, 58 involved a traffic signal.
IOWA
In 2009, Iowa experienced a total of 338 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Iowa totaled over 87. Of these fatal crashes, 11 involved a traffic signal.
KANSAS
In 2009, Kansas experienced a total of 348 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Kansas totaled over 75. Of these fatal crashes, 14 involved a traffic signal.
KENTUCKY
In 2009, Kentucky experienced a total of 730 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Kentucky totaled over 98. Of these fatal crashes, 25 involved a traffic signal.
LOUISIANA
In 2009, Louisiana experienced a total of 729 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Louisiana totaled over 117. Of these fatal crashes, 29 involved a traffic signal.

Day of the Week: Louisiana experienced the most red-light violations on Saturdays (18,752) and the least amount of violations on Mondays (14,923).
Time of Day: Louisiana saw more violations in the afternoon than any other time of day overall in 2011.

MAINE
In 2009, Maine experienced a total of 153 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Maine totaled over 16. Of these fatal crashes, 3 involved a traffic signal.
MARYLAND
In 2009, Maryland experienced a total of 515 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Maryland totaled over 107. Of these fatal crashes, 50 involved a traffic signal.

Day of the Week: Maryland experienced the most red-light violations on Fridays (11,168) and the least amount of violations on Sundays (8,952).

MASSACHUSETTS
In 2009, Massachusetts experienced a total of 313 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Massachusetts totaled over 75. Of these fatal crashes, 20 involved a traffic signal.
MICHIGAN
In 2009, Michigan experienced a total of 807 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Michigan totaled over 207. Of these fatal crashes, 79 involved a traffic signal.
MINNESOTA
In 2009, Minnesota experienced a total of 371 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Minnesota totaled over 126. Of these fatal crashes, 34 a traffic signal.
MISSISSIPPI
In 2009, Mississippi experienced a total of 631 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Mississippi totaled over 138. Of these fatal crashes, 15 involved a traffic signal.
MISSOURI
In 2009, Missouri experienced a total of 786 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Missouri totaled over 140. Of these fatal crashes, 47 involved a traffic signal.

Day of the Week: Missouri experienced the most red-light violations on Fridays (37,898) and the least amount of violations on Sundays (28,144).
Time of Day: Missouri saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Halloween was the worst holiday travel period in Missouri.
MONTANA
In 2009, Montana experienced a total of 198 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Montana totaled over 25. Of these fatal crashes, 7 involved a traffic signal.
NEBRASKA
In 2009, Nebraska experienced a total of 205 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Nebraska totaled over 64. Of these fatal crashes, 12 involved a traffic signal.
NEVADA
In 2009, Nevada experienced a total of 223 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Nevada totaled over 70. Of these fatal crashes, 27 involved a traffic signal.
NEW HAMPSHIRE
In 2009, New Hampshire experienced a total of 97 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in New Hampshire totaled over 24. Of these fatal crashes, 3 involved a traffic signal.
NEW JERSEY
In 2009, New Jersey experienced a total of 550 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in New Jersey totaled over 218. Of these fatal crashes, 83 involved a traffic signal.

Day of the Week: New Jersey experienced the most red-light violations on Saturdays (14,876) and the least amount of violations on Tuesdays (12,056).

OREGON
In 2009, Oregon experienced a total of 331 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Oregon totaled over 51. Of these fatal crashes, 12 involved a traffic signal.
PENNSYLVANIA
In 2009, Pennsylvania experienced a total of 1,143 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Pennsylvania totaled over 230. Of these fatal crashes, 95 involved a traffic signal.

Day of the Week: Pennsylvania experienced the most red-light violations on Fridays (18,612) and the least amount of violations on Sundays (13,914).
Time of Day: Pennsylvania saw more violations in the afternoon than any other time of day overall in 2011.

RHODE ISLAND
In 2009, Rhode Island experienced a total of 76 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Rhode Island totaled over 18. Of these fatal crashes, 4 involved a traffic signal.
SOUTH CAROLINA
In 2009, South Carolina experienced a total of 817 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in South Carolina totaled over 133. Of these fatal crashes, 41 involved a traffic signal.
SOUTH DAKOTA
In 2009, South Dakota experienced a total of 112 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in South Dakota totaled over 18. Of these fatal crashes, 2 involved a traffic signal.
TENNESSEE
In 2009, Tennessee experienced a total of 915 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Tennessee totaled over 150. Of these fatal crashes, 41 involved a traffic signal.

Day of the Week: Tennessee experienced the most red-light violations on Fridays (16,551) and the least amount of violations on Sundays (11,803).
Time of Day: Tennessee saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Memorial Day was the worst holiday travel period in Tennessee.
TEXAS
In 2009, Texas experienced a total of 2,804 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Texas totaled over 557. Of these fatal crashes, 190 involved a traffic signal.
Red-Light Running Trends in 2011
Day of the Week: Texas experienced the most red-light violations on Fridays (77,820) and the least amount of violations on Sundays (57,699).
Time of Day: Texas saw more violations in the afternoon than any other time of day overall in 2011.
Holiday Travel Periods: In 2011, Independence Day was the worst holiday travel period in Texas.
UTAH
In 2009, Utah experienced a total of 217 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Utah totaled over 46. Of these fatal crashes, 24 involved a traffic signal.
VERMONT
In 2009, Vermont experienced a total of 69 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Vermont totaled over 13. Of these fatal crashes, 3 involved a traffic signal.
VIRGINIA
In 2009, Virginia experienced a total of 696 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Virginia totaled over 140. Of these fatal crashes, 51 involved a traffic signal.

Day of the Week: Virginia experienced the most red-light violations on Fridays (2,265) and the least amount of violations on Sundays (2,016).
Time of Day: Virginia saw more violations in the afternoon than any other time of day overall in 2011.

WASHINGTON
In 2009, Washington experienced a total of 453 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Washington totaled over 102. Of these fatal crashes, 21 involved a traffic signal.

Day of the Week: Washington experienced the most red-light violations on Fridays (19,019) and the least amount of violations on Sundays (14,499).
Time of Day: Washington saw more violations in the afternoon than any other time of day overall in 2011.

WEST VIRGINIA
In 2009, West Virginia experienced a total of 325 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in West Virginia totaled over 23. Of these fatal crashes, 5 involved a traffic signal.
WISCONSIN
In 2009, Wisconsin experienced a total of 505 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Wisconsin totaled over 124. Of these fatal crashes, 23 involved a traffic signal.
WYOMING
In 2009, Wyoming experienced a total of 16 fatal crashes on its roadways. The number of intersection or intersection related fatal crashes in Washington totaled over 8. Of these fatal crashes, 2 involved a traffic signal.
